Both can be fine and both can be bad. None is inherently better than the other.
But I like what you can do at dell.com: order a pre-build PC (with warranty) that you can configure as you want (CPU, RAM, OS, Graphic, Storage). The XPS-desktop goes up to 64 GB RAM, 4 TB storage, an RTX 4080 graphics card, a 14th generation i9 and Windows 11 Pro. That’s not the cheapest they can make for you, of course; it’s kind of overkill for 99.9% (or more) of desktop users. If this configuration is more than $2000 it’s up to your relative to go down on some of these components, according to his requirements and needs. But it’s quite well possible he’s very happy with something else, as birdmantd wrote about.
